best gpu for old pc

My friends gpu kicked the bucket this week his looking to spend about 150 euro.
Specs:cpu-AMD Phenom II
MB-asrock M3A UCC
ram-8G
PSU -450
Mainly used for gaming and internet.

Most likely your friend will have to upgrade his power supply, up to at least 550W, so that almost all graphics cards can be supported. And from there I would recommend obtaining a GTX 750ti. They price at around 120 Euros, so spend about 30 euros on a power supply so that the graphics card wont be damaged by a lack of power.

Solution
I may have spoken too soon. Normally a GTX 950 would work on a 450 watt PSU, assuming it's of decent quality. But the new graphics cards are PCIe 3.0, while it looks like the Asrock M3A UCC supports PCIe 1.x. I don't know if the card will work or not. Your choice is either to buy the GPU from a somewhere with a no-hassle return policy; Amazon for instance. Or find an older PCIe 2.x GPU which will assuredly be backwards compatible with PCIe 1.x.
