I wouldn't put anything stronger than something in the RTX 2060 family in that system. Your PSU is of very poor quality.

The RX590 requires more power than your PSU can reliably provide. The Radeon RX 5600 XT should be okay.

I heard 5600xt uses only x8 pcie lanes even with pcie 3, will it be limited by pcie 2.0 x16?

Not that you'll notice in that older system. But yes, that is a limitation.
