Suggest me a best gpu for i3 9100f that never bottleneck i just want to play gta 5 with good fps and smooth ,and want to watch videos online at 1080p

Doesn't exist,especially for GTAV it's down to luck if you get stutters or not.
Just figure out how much you want to spend and go with whatever you find at that price.
Waiting for nvidia 30xx cards is worth it right now since they are just about to be released.

TerryLaze is correct. However, I'd recommend an RX 580 8GB. No idea if it will run GTA well, but it's the best low end GPU to date. I have an RX 580 4GB that can run R6 @ near max settings 130fps(1080p)
