Best Mouse under $15 (yea i know its cheap but I just need maybe 1 or 2 years)

Solution
You can good 1080p monitors for way way less than $200 mate.

That'll give you the budget for a better mouse and also maybe a better GPU too.

Case in point, excellent quality IPS screen for $130

Sorry to necro (maybe?), but the mouse I've been using for quite a while is the Etekcity Scroll X1.
It was about 15$ USD when I got it, and it's been absolutely fantastic.
Aside from maybe more buttons in the future (which is unlikely), I see literally no reason to buy a new mouse.
It's got 5 buttons (left, right, scroll click, and two thumb buttons), all nice and clicky and reponsive, not spongy at all.

The drivers seem a "bit" cheap and Chinese-translated-y, but they work perfectly fine for DPI switching (for which it has another 2 top buttons, which can also be reprogrammed), macros, assigning functions, etc.
It's got 3 DPI settings, 900, 1600, and 2400. Polling rate goes from 125hz to 1000hz.
I use 1000hz and 1600 DPI, and I have no problem in games and such.
Not sure what the feet are made of, but it doesn't stick on my hardwood desk, and the mouse has enough weight to it to where it doesn't feel like it'll crumble to dust, but it's also not a brick. It's got a nice design, and the lit logo where your palm would be changes color with the DPI.

Sadly, it seems to have been discontinued from Amazon for some reason, so you'd have to look for it, but it's definitely a great bang for your buck.
