I honestly don't see 3gb being enough which puts all those 1060 3gb builds below spec.

That isn't mentioned anywhere in the requirements. The GTX 960 is a mostly 2GB card and it is listed as a minimum requirement. The GTX 970 is also barely considerable as a 4GB card with its 3.5GB+.5GB arrangement.

No it's certainly not, and neither is the m-ITX form factor. That being said, integrated WiFi is a requirement of any mini-ITX build for this feature. You may want to use another form factor if you're having issues fulfilling that requirement with your mini-ITX build.
