His GPU (radeon r295x) cannot even keep up with the i7 7700k so it is not even needed (unless you do not game but do much editeting but then go to ryzen). Getting a better GPU will have more effect in FPS than CPU. The 1060 6/3gb will do really good or if you are into AMD the 570 or 580.
Agreed, it depends on the rest of the system, but the blanket statement that the 7700k is not much of an improvement over a 6500, is underplaying the 7700k, yes a 8 series or 9 series will be better (a bit, 4C8T vs 6C6T is a bit close to call), but a new mobo is required and reinstalling windows, you'll get 90% of the benefit for 60% of the price. Against a stock 7700 it's a different story, the k's stock top speed is the winner. But with a weak GPU there's no point.
