[SOLVED] Better Ryzen 3600x cooler

I have a prebuilt from CyberPower on per month plan. The water cooler I chose with it has 2 fans that run fairly louder than I would like. I'm not sure if its because the case is a smaller one (Phanteks p300) or it's just that I received two noisier fans. Now to my question, what would be a better cooler for the ryzen 3600x. (also am I allowed to modify the pc whilst under per month plan)

The OPs case - Phanteks P300 - has a cpu cooler clearance of 160mm. NH-D14 is also 160mm.
Too exact. They might not be able to close the their case fully.
