BIOS Won't Show Up on First Boot

Hi, today I built my rig that consists of the following parts:

i5 4690k CPU
EVGA GTX 970 GPU
Asus Maximus 7 Hero Motherboard
Corsair CX750M PSU
16 GB Dual Channel Corsair Vengeance RAM
WD Blue 1TB
Samsung 850 EVO 250GB
NZXT H440 Case

I tried plugging the monitor into both the motherboard and the GPU. I also tried HDMI, DVI and VGA. When booting the computer the PSU makes a very loud noise, almost like it is rattling. If I touch the plate mounted to my PSU for the case, I can feel it rattling aswell.

There is a code "99" lit on the top right of the motherboard.

Any ideas to fix the problem?
 


I got the BIOS to pop up but the PSU still is making that awful sound. Should I try to install windows and install drivers for the PSU and see if it works, or just scrap the PSU now?
