BIuilt for HL2

HI:
Well, i have been playing cs for like 1 year but i stop so i am not updated in the new graphic card ans stuuf 🙁. If anyone please help me biult a PC for aournd 700 but without the monitor, hardisk and CD ROM.
I was reading that the 9800 Pro runned pretty good HL2 but they told me there are better cards for that price.
So looking forward for your adivice.

PD: Where could I buy this part better? Any suggetion for gaming mouse and pad ?
