Black Ops 2 Loads Maps Slow

Okay, so when playing black ops 2, it seems to be a bit late in joining the game (loading the map.) For example, when I finally get into games sometimes someone could have like, a 3 kill lead, which leads me to a bit of a disadvantage. The game plays at around 30-60FPS, all low settings, 720P.
