Question Black screen after login on specific user, help?

My computer has been having problems with 1 specific user on the system, after login it only shows a blackscreen and normal popups but the desktop and taskbar seem to not have loaded in at all. Apps work too, but I have to open it through task manager. Ctrl + alt + delete works, deleting files work but it's just the desktop and taskbar that doesn't seem to fully initialize. In some startups, in task manager it shows a lockscreen process, settings and runtime broker have been paused due to saving resources(?) but I have no idea as to why it's doing that. In other users, everything is fine and works.

Does that user have admin rights and is thus free to make any system changes?

In any case my suggestion is to delete the User account and create a new account with the applicable rights.
