Question Black screen when adding second CPU to Z8G4 Workstation

I have a HP Z8 G4 workstation with a Xeon Silver 4114. The workstation has a second CPU slot. I ordered an additional Xeon Silver 4114 CPU with a CPU1 slot cooler for this device. I received it and when i install the second CPU I get a black screen when booting. No post error beeps or anything. It will sit at a black screen for 5 minutes or so then the PC fans all start to ramp up like it's getting ready to take off. I've noted the needed RAM config for this. I have two 8 gig sticks, one in the correct slot for each CPU. I tried the newer cpu in the cpu0 slot to make sure the cpu actually works. it boots fine. It's just not working when both of them are in there. I have updated to the latest BIOS. Is there some setting in BIOS I am missing that I need to enable to use the second CPU slot?
 
I can't find anything related to anything special you have to do with the second CPU other than the proper memory population. With four sticks that should mean the 4 slots farthest away from both processors.

In the long ago past I have run into issues mixing CPUs of the same model with different steppings. Install them one at a time and see if they are truly an exact match using CPU-Z.

I saw no evidence of physical jumpers or anything required.

Possibly clear the BIOS after both CPUs are installed?

Yup tried clearing CMOS as well. No dice. At this point maybe a dead CPU slot? I already tried running one CPU in the CPU1 slot, but it throws post errors without any thing in CPU0.
 
Referring to the above screen shot, ideally everything underneath "Specification" should match exactly in order to minimize any issues. In an ideal world you would want two from the same lot #.

Family, Model, Stepping, Ext. Family, Ext. Model, Revision are all the same. Check the links for pics of each CPU in CPUZ. There are a few differences in other spots, but not sure if that's our culprit.
