Black screen with Cursor

I have even tried to change the Hard drive and checked - no go
Tried to even re-install Windows but it does not do any thing just stays on that screen. Is it a problem with Graphics Card. I have even checked Mother board and Ram it is fine. No beep sounds. The Acer logo comes first and then its just a black screen with a cursor blinking on top left corner

Pull out the ram and put it back in to see if it fixes it. If not, try and boot with only one stick, then the other, etc to try and figure out if you have a bad stick of ram.
