Question Black screen with steady white underscore at boot up

I just recently built my new desktop pc(tuf b450 plus gaming mobo, msi geforce 2080 ventus GC, 2 8gb g skill ripjaws, intel 660p series m.2, and an AMD ryzen 3700x cpu). I've gotten it past the bios screen and actually was able to get to the home page and downloaded some stuff but it restarted due to updates and now I cant get it past the black screen with white underscore and when I do and get to the bios screen it's slow and laggy amd cant seem to load past it. Any ideas?

Did you install the intel drivers for your m.2 device?
How did you install windows,if you use that can you go beyond the white underscore?

I would If i could get it to boot up. I've been trying to use my oem disk to get beyond the white underscore but it is the first thing that pops up when I boot up the pc and it can take anywhere from 5 minutes to an hour or more to get past it and then it tend to not load the bios/mobo screen.
