This was surprising, the U.S. government has blacklisted Huawei, and the company cannot get the latest processors from AMD and Intel without the approval of American authorities.

Huawei are not 'blacklisted', they are on the Entities List. That means that in order to export certain product categories to them, US companies must apply for and receive an export license to do so. Intel applied for and received an export license to do so.
Others also have an export license, such as Qualcomm.

I believe that they are blacklisted from being used by the government. Perhaps this is what was meant.
