Blacks Ops 3 Quality

I recently bought BO3 for PC, its really fun to play, but the quality wont let me go past medium? It kinda looks bad on medium and id prefer extra. I get 60 FPS capped running at 1920 x 1080. Any ideas on why it wont let me pick extra? or high even?

My Rig:
AMD FX-6300 3.5 ghz
GTX 760 2gb
8GB ram

The pc port is not well done and have high requirements. Your pc is probably not strong enough for higher settings.
