I recently built a computer for a friend, for his kid's X-Mas present, and it has been plagued with BlackSOD almost from the beginning.
MSI Tommohawk B450 (running latest BIOS)
Ryzen 5 3600
EVGA 1660 TI SC

Symptom: Before windows fully boots, screen goes black. Repeated reboots get you to the "windows is repairing itself" screen, after which time, I can get in via safe mode. Repair attempts fail.
Once in safe mode, I ran DDU and cleaned off all graphics drivers. Rebooted. Installed latest Nvidia driver (no other Nvidia software/drivers). rebooted. BSOD
Tried again, but this time ran DDU then installed driver one back from most current. Rebooted. Worked fine. Rebooted. Worked fine. Ran COD....seemed fine. Rebooted. Worked fine. Turned off PSU...waited 10 seconds or so...turned back on, BSOD.
I should mention that we've already RMAd the card once, thinking that was the problem. It wasn't.
