Blue Screen of Death and Slow Computer

My computer has been recently getting "Blue Screens of Death".

Computer Specs:
HP Pavillion
Nvida GeForce 9500 GT
OS: Windows 7 Professional
Processor: AMD Phenom(tm) 9150e Quad-Core Processor, 1800mhz
RAM: 4GB

The error message was IQRL_Not_Less_or_Equal, or something along those lines. The screen went away to fast for me to get a picutre or read barely anything on it. It happened twice and then never again since.

It hasn't gotten that in the last couple of days, but now my computer is VERY slow. I was downloading at around 3000kbps, now it's at 100-150kbps. And opening anything on the computer, even things like the control panel, are vey slow. Video games also have very low FPS, but have good ping (I think that's what it's called, it displays "50-60ms") So I'm not sure it has to do with my internet. I even ran a virus check with Microsoft Security Essentials and nothing popped up.

I looked around for people with similar issues, tried the fixes that worked for them, but nothing has helped me. I'm not sure what else to do, or what's causing the problem.

I'm new to these forums, so not sure how to structure my post, sorry if anything is incorrect! I would greatly apperciate any help!
 


Online, I tried some on YouTube and Yahoo to make sure it wasn't just the YouTube videos. I dont have any downloaded to test on the PC, but I can if that would help. Also, my FPS is still low (10-20fps, used to be 50-60fps) in my video games. Not sure if it's related but it started after the BSODs.
