When you turn on XMP 1, what timings and voltage does it run on? Should be 16-18-18-36 @ 1.35v if I got the right sticks. Make sure the memory is in the right slots on the motherboard. Motherboard manual will tell you, usually they have a picture of how you should populate the slots.

The problem with 3200 Mhz CL 16 is that it can be any memory IC under the sun.
The other is that Ryzen 3000-series benefit from 3600 Mhz RAM. LinusTechTips has a video about it, there's others too. But since you already have a memory kit, probably not worth replacing unless you can return it and get your money back.
