http://support.dell.com will have the bluetooth drivers for your laptop.

According to this spec sheet, that laptop does not have bluetooth.

In my BIOS it say wifi dell mini and for bt installed !?!?!?

Look under networking drivers on the dell site for your laptop ,the drivers are there!
