Question CPU stuck at .53 ghz

CPU stuck at .53 ghz can't get it to move and ryzen master is no longer working for some reason, temps are good, no other issues tried to up voltage, under volt, force bios to increase... Nothing is working please what could it be?

B450gaming max board
7800xt GPU
1000w PSU
32g ram at 3200

What BIOS version are you on for your motherboard?

Perhaps try and clear the CMOS. You can do so by disconnecting from the wall and display, then remove the CMOS battery, press and hold down the power button for 30secs to drain any residual power, then replace the CMOS battery after 30mins.

How are you cooling the processor? Make and model of your case?

I have cleared cmos multiple times, umm I don't have the make and model of any of that stuff, I would have to look it up, but does it matter since all my temps are stable at 32c in idle and not much higher when browsing and what not? Version is the latest on off MSI site. It's a darkrock px4 cooler.
Case is rosewill ATX mid gaming case

At .53 Ghz of course your temps will be good, cooling matters because it might not work correctly forcing your cpu to run slow to keep the temps low.

Did you run any benchmarks or other things to see if you are actually at .53 or if it is just reporting that but running higher?
Even browsing at .53 would be pretty slow.
 
Oh ya no for sure I understand the cooling matter, but yes run benchmark it just doesn't go any higher or lower than 540mhz.only way I was able to get it to go up was ryzen master but ryzen master won't initialize and I have done all the videos suggesting to fix that as well with nothing working with that either.. yes .53 browsing is slow 🙁 everything is .
