Question Boot Issue with CPU Led

Hi everyone.

Here's my current situation. PC is not posting, and has the CPU LED static red. I'm using a B450 Tomahawk Max.

The story begins with me purchasing 2 more sticks of the same ram, I installed the ram and noticed I wasn't running at max speed, so I change some things in bios and get it running at 3200Mhz (the ram is 3600 but my mobo can only go to 3400). All of a sudden my pc blue screens with an IRQL_LESSTHAN OR EQUAL TO error or something like that. So I go into bios and set it back to no a-xmp on default speed (2133) This seems to solve things, so when I try with my other xmp profile (3333mhz) and exit bios my pc shuts off and my cpu led comes on..

I've tried:
Clearing the CMOS, and replacing the battery.
Checking RAM sits well and even gone down to one stick just to make sure.
Unplugged and reseated GPU just in case.

I literally can't do anything, I just press the on button my fans go white (default i assume) and the CPU LED is on bright red.

I need some help please, I'm lost and really would prefer not to buy a new motherboard xD I know it's not my CPU, all the contacts are the same as before and I haven't even touched it.

Oh just to add, I did a bios update too after initially installing the new ram, but don't think that made a difference.

another update, i've managed to get it to post by taking out my old ram sticks and putting in just one of the new ones in slot 2. did me changing the bios ram settings somehow kill the old ram?

another note, although it's posted and im in windows, it's incredibly slow, this is the same issue i was experiencing earlier when i managed to get it running.

i think this is the point im at now. pc for some reason just runs incredibly slow when i launch it up, it even takes a while to get to bios. i've set the ram to 2133 mhz and no change, im officially stuck
