the usb legacy mode is enable only one boot option. The flash drive is not showing up I've tried two different flash drives neither worked, when I plug them into a different computer(s) they don't show up.

Solution
That's fine, they have to be at least 4GB for Win 7 and 8GB for Win 8.

I used the Microsoft Windows 7 USB DVD Download Tool and my motherboard is a ASRock z97 Pro4

I can't reformat the stick because its not being recognized by either of my laptops :/ will download the other iso files

The only disk that showed up was the hard drive, I tried both sticks in all the ports

You can make a bootable dvd that comes in hady and yes lunix is a diffrent os that will have to be downloded / installed on dvd usb or partition of your drive

And if you cannot format it as you have said, a CD with a Live Linux like Puppy might help recognize the sticks, it runs from the CD with no changes to your HDD. Hard to believe that you had two sticks go bad, although I suppose it's possible.

Any other way I could do this

Since you tried two PCs and see nothing anywhere, including with diskpart, my next choice would be a portable Linux (like Puppy), which will not change anything on your computer. You could also try a free USB stick repair tool, but they too may not be able to find the sticks.

Are both of them 4GB USB 2.0 sticks?

No one is 8gb and one is 16gb
