[SOLVED] Booting problem

Solution
I could be very wrong, but it feels like something powering up too slowly (capacitor?). Personally, I'd try removing the GPU and connecting the video output to the motherboard as the first step, and then trying with a different PSU (if a spare is available).

My PC started doing this, and it rapidly got to the point where it wouldn't output to the display at all (tried with a different PSU and switched to using the IGPU, to no effect), so I'm guessing it was motherboard failure in my case.
