Bootmgr is missing press any key

Friends,
I have formated c drive via command prompt. Now trying to reinstall windows 7 using dvd. Tried 2 dvds. No luck. Still same error. Went to bio setup. Tried cd rom option, no luck. Still says Bootmgr is missing
Press Ctrl+alt+del to restart. But when i press nothing happening. Plz help.

That error relates to the hard drive since that's where the Boot Manager resides. So it seems that, for some reason, your system is not booting from the DVD drive, it's still trying to boot from the hard drive.

When you set the DVD drive as the first boot device, did you "Save & exit"?
