Question bootmgr_is_missing when using usb boot drive

I am trying to clean install a win 10 iso in an old PC with win 7. I have created a bootable usb device using rufus (latest ver.). I have set up the bios to configure booting from usb device. but after pressing anykey to boot from USB, it says BOOTMGR is missing.
the USB is MBR, for BIOS/CSM
I have redone the boot creation for the 4th time but still no luck. anything i have missed?
 
Not all USBs come from the factory ready to boot.
Get the free version of easybcd and you can write a new mbr to any disk without losing any data. Just be extra careful of choosing the correct target disk.
