Borderlands 2 Running Extremely low FPS

So I played borderlands 2 on my old PC (Decent spec, but nothing to write home about..) and i always maintained above 60fps and never really had any issues with lag. However, on my new PC I'm lagging straight away. Even on the menus the game is stuttering and showing at 7FPS... My PC is a definite upgrade and i can run most games in 4K decent fps at high settings. Also, changing the settings, resolution, PhysX and other things seem to make no difference to the playability. It's just stuttery and completely unplayable. Does anyone know whats up?? I've tried to Verify integrity of game files but no luck. Tried disabling the physX, again no luck.

Out of ideas, so any help would greatly be appreciated.

Intel I5 7600K 3.6Ghz
256GB SSD
16GB Corsair 2666mhz RAM

Could be as simple as windows 10 since microsoft has verified that Windows 10 Creators Update has some gaming problems and you can see fps drops. They are working on a fix for this.¨
Not everyone is affected by this so some has this problem and some does not.

Apologies!! I decided to try reinstalling the game just in case that solved the problem. And thankfully it did! Running the game at 100+ FPS in 4K. So, all sorted now. Cheers.

Oh it's stopped working again... Back to 10fps what a great game

Could be that the game files somehow gets corrupted on your hard drive, so you could try and install it to a different one if you have more than one drive in your system.
Still... My money is on that it is win10 that messes with it.

Im on windows 7.... Also i have solved the problem. it turns out that Having your phone as a usb tether for wifi causes this unplayable lag. Not sure why but switched over to my home internet and boom no lag. Very weird bug but at least i know what causes it now.

This is a big deal and the developers will NOT acknowledge that this is an issue that needs to be fixed.

People still love and play this game.
