[SOLVED] Bottleneck? i3-9100F and GTX 1650

So I built a pc about 3 weeks ago but sometimes the games have been stuttering and laggy alot. They're very slow, and my CPU is at 100% usage while gaming. Please help

What are your complete specs?

Your CPU and GPU are not a bottleneck.

I have an i3 9100F + RX580 tandem (previously 1060-6G too) for my sons UT and Fortnite, no such issues.

Check your background CPU usage.
