Bottleneck? Or POwer Supply problem?

I have GTX 260 core 216 OC maxcore 55 Edition
from BFG.

I keep getting unbelievable low FPS'.

In team fortres 2 when im in the main battle zone fps roam around the low 20's and some teens.
Out their they sky rocket to 60+ but never go over 130.

Counter Strike source shows around the same, also half life 2 maxed out dips below the 20s sometimes.

Crysis Demo i use it to test video card i get and i get around 28 FPS average on all High with no AA
@ 1360 x 768 is the resolution i play most of the time. Since my monitor only does max rest 1360 x 768

Im Wondering if its a CPU bottlenecking problem or a Power supply problem.
CPU
is a AMD Phenom 8750 @ 3.01 GHz since it isnt a black edition the mhz can only go top 215 x 14.00 = 30.10

COuld that be my problem ???
If so would the card handle way better with a Phenom 2 x2 550 @ 3.10 ? or the Phenom 2 x3 720 @ 2.80



EDIT :
Btw if it was the PSU wouldnt it show problems?
Card never goes hotter than 55C
and CPU always below 45 C even in games.

And i never get my screen going crazy and showing lines or anything.


Any clue What might be the problem??

PSU has 3 12V+ Rails at 18 Amps Each
its a 700 Watt PSU about 3 or 4 years old. never had any problems with it.
 
not familiar with the new AMD's but definatly sounds like a bottleneck or outdate drivers, be sure to make sure your using the latest, also could we get an idea of what motherboard/ RAM your using,

to me it sounds similar to when a freind of mine set "force pcie to 1x" it's a bios option on most boards double check its not the case,

the power supply should be in the clear.
