Question bottleneck with no usage

i have a old system for casual online gaming like wow:wotlk (2008) and dota 2 with this specs
Q8300
6gb ram
1030GT

in game usage
CPU:30-40%
GPU: 30-40%
ram: 3 GB out of 6 GB

yet i have a fps problem and i get 15-28 FPS with everything max in Video settings

is this a bottleneck?
how can i fix this?
