Bottlenecking - CPU or GPU the issue?

Hello.
I'm getting pretty lousy FPS in CS:GO and because my processor is old (Bought it like 3-4 years ago or something) I thought it may do with an upgrade.

So simply put:

i3 540
AMD 7850


Who is bottlenecking who?

i would say the i3 the 7850 is fine
