Question Weird gpu

A lot more info than that is necessary for any helpful input. Your hardware combination is key here, as well as OS. I personally have found memory to be a big deal with AM4 Ryzen, especially if it's not on the compatibility list for the board.

I have an AMD xfx rx570 8gb Intel xeon e5 2680 v4 win 10

Kinda sounds like artifacting, or possibly video issues from an overheating or dying GPU (possible, with an older one like an RX570). It could be as simple as refreshing the thermal paste for the GPU cooler, or it could be as major as replacing the GPU.

Do you have any data on thermals?

Well it been doing those line since I got it a few weeks ago but I did something and it's not doing it anymore and I play heavy games and it seems fine but when I open lively wallpaper it does this it was reaching 88c then I repasted it but it didn't help but then I uninstalled window and got it back and it didn't happen until I opened lively wallpaper

88C is way too hot, so that's one issue. Question, would your board be an Asus by chance? And if so, do you have Armoury Crate installed? I've seen AC do stuff like that.

Well it does weird stuff <Mod Edi> from time to time like the screen going black for a sec then coming back and the windows does this disconnect sound then the reconnect sound

You'd do well to type all this in one shot when possible. Perpetual posts make it hard to keep up.

88C is entirely too hot, these cards should run between 70C-80C. If you got it used or refurbished, it probably needs fresh (or more) thermal paste, or was not put together properly. If you got it new, it definitely has a cooler / thermal paste problem.

So I did get it used and then changed the thermal so now it's in the 70-80 range but idk about the lively wallpaper stuff (sorry for the multiple posts)

Running hot will cause a lot of what you've described, and should correct under normal temps if the card hasn't suffered thermal damage. If it has, all bets are off.
