[SOLVED] Bottlenecking or..?

In my system i have a i5-6400 and a 750ti 4gb and on some games the cpu will be 100% and the gpu 20-30%.Could this mean that the gpu or the cpu is bottlenecking?
 
Solution
100% on one component means that component is being used as much as it can, which is typically what is called a bottleneck - it cannot run stuff any faster.

For a 750Ti to only be at 30% load though, this must either be one seriously low-graphics game, something else is hogging your CPU or your CPU has something weird going on with it such as disabled cores in BIOS or boot options.
