Bought a new laptop (linked below), and it keeps freezing (massive fps drop and my mouse freezes in place, screen freezes) while I play games, mostly League Of Legends. When playing, my CPU stays at around 30-40% usage, ram and 60%, and GPU at 60-70%. Randomly my entire computer will freeze during gameplay, and my CPU and GPU usage will drop dramatically, CPU to around 10%, and GPU to around 30%. After the freezing stops, they both gradually go back up to normal usage for a seemingly random amount of time, and then it will happen again. This freezing/unfreezing happens every 5-30 seconds consistently, and I can't seem to figure out why. This doesn't happen during normal browsing/schoolwork, and I changed the power settings on Windows to Best Performance, and disabled the Battery Saver feature. Anyone have any ideas?

Sounds like a bloatware issue, eg trialware AV. Right-click on Start, select Settings > Apps and uninstall apps you don't recognize, especially any 3rd-party anti-virus software. Google for any app package you don't recognize to see its purpose.

For laptops normally plugged into an AC outlet, it's best to limit battery charge to, say, 80% to prevent battery degradation and swelling (which will eventually lead to battery failure). For HP laptops, see below link.
