Question Bought this cpu from a shop its meant to be new and not used

Is it not working? What's the issue?

It has some obvious fingerprints on it. Just means - it has been tested before selling.
If you had bought cpu in boxed packaging, it would be sealed and no fingerprints.

So who's to blame, if you chose to buy tray packaged cpu instead of boxed packaging?
Idk where u see me blaming anyone, i still havent tested it my current pc is old so ill wait for my other parts to come in and test it, i asked a question idk if its meant to be tested before they send it or not
 
with only picture noone can tell it is new or used unless it have some visual defects that is not present on the picture you provided,
it can be open box but never used, it can be used for short period or long period and perfectly cleaned and sold as new (some shops do such things, resseling used items as new,it is cpu and it is like imposible to say if it is used unless as mentioned above it have some visual defects - or in worst scenario it not works at all)

only thing u can check is product info as mentioned in this post, you cpu is manufactured in 13 week of 2023 year, currently we have 46 week, so it may be or may not used during this 33 weeks


and no u cannot test this cpu with H110M-K, it is INTEL board and your cpu is AMD
 
Not to put doubt as its pure speculation that this has happened BUT there was issues with Asus boards hurting the ZEN 4 cpu's if there is no visual damage on either side it should be GOOD ..

with no pins on the AMD cpus any more thats one less thing to worry about !!
