Question Brand New Build, No Post/Video Output

Building a little computer for my mom so she can have something to use at my house, nothing fancy, but this thing will not post. No video output at all. I have no diag LED but I did plug the motherboard speaker in to get tones, One long two short, which I assume is a memory issue. Ive tried all different positions of ram, one stick or two sticks. When I dont have any ram in it starts and runs no video output, no tones and doesnt shutoff instantly when pressing power button. Eveything is brand new. Before I put in the case I usually test bench it to make sure everthing works. It has not made it into the case yet, which I also checked to make sure it has the correct standoffs in the correct locations with no extras. Ive seen everywhere about flashing the BIOS on these motherboards but I have no Qflash button on this board nor do I have a designated BIOS usb spot.

Motherboard : Gigabyte B550M DS3H rev 1.5 ( GA-B550M-DS3H)
CPU: AMD Ryzen 5 5600x 3.7 Ghz 6-Core ( 100-100000065BOX )
CPU Cooler: Noctua NH-L9x65
RAM: G.Skill RipJaws V Series DDR4-3200 16gb (2 x 8GB) ( F4-3200C16D-16GVKB )
PSU: Cooler Master MWE Gold 550w V2 Full Modular ( MPE-5501-AFAAG-US )
SSD: Samsung 870 Evo 2 TB ( MZ-77E2T0B/AM )
NVME: Samsung 970 Evo Plus 1 TB M.2-2280 PCIe 3.0 X4 NVME ( MZ-V7S1T0B/AM )
Case: Thermaltake Versa H17 MicroATX ( CA-1J1-00S1NN-00 )

I havent installed the harddrives yet due to these issues I am having

The memory that is supported by your motherboard can be found at the Gigabyte web site . I don't see yours in that list. What are you using for a video adapter?
