The GPU isn't the only factor affecting the framerate...
you are in a few possible scenarios here:
1. The GPU upgrade was a very little performance uplift from the previous GPU
2. Your framerate is being capped by software either in or outside of the game, manually or automatically.
3. Your framerate is being dynamically capped by the CPU.
Download and install MSI Afterburner. Set up the on screen display or the automated graphing. Run short session within the game you are receiving issues with. Report back results. This will help us decipher which scenario you are situated in.
Ok, the first scenario is a no no, because i was previously using the integrated graphics xD. For the second, I doubt this could be it because I usually have no software running except programs like discord. And for the third, I was planning to upgrade cpu aswell. I'm thinking of an AMD A10 7870K Quad Core 3.9Ghz/4M/95W FM2+ CPU (http://www.msy.com.au/pc-components/15809--amd-ad787kxdjcbo-x4-a10-7870k-quad-core-39ghz-4m-95w-fm2-cpu-integrated-radeon-r7-series.html). Or a 7890K, i wouldve chosen one of the FX series but it isnt compatible with my motherboard (MSI A78M-E35 V2) so this is the best i could find. Can you let me know if this would fix the problem then, thanks, and thanks for your time

By software I don't mean programs visible to you. It could either be the game set code that limits the FPS to a certain limit, or something on your computer, such as drivers or some sort of settings creating a FPS limit.
Is your frame rate consistent? Does it look like it doesn't want to go past a certain amount?
As to upgrading the CPU fixing your problem or not, could your please perform those rough steps I provided including MSI afterburner? It really gives us a better idea what exactly is the issue here.
What games are you trying to play, and what framerate are you aiming for?
