Question Breadboard ASUS Rog Strix X570-F Gaming won't start - Dead on arrival?

Hello

I breadboarded an ASUS Rog Strix X570-F Gaming and it won't start.

Mobo psu plugged in
8pin for cpu from psu plugged in
2 ram blocks
Graphics card its a low profile doesn't require power from psu.

I tried to jump start it with a screwdriver nothing happened. Then I connected the chassis power button to the PWR Switch on motherboard that didn't start either.

It shows no signal on the monitor.

I didn't place the cpu since I read you can still boot in bios or?

Is the motherboard dead on arrival? Or am I missing something?

The Bios needs the CPU for doing anything.
The PSU likely does not start because the mobo does not detect a connection to the CPU Fan connector

Thank you very much for your response. That's correct the fan on the psu doesn't spin. It is those Corsair RM750x zero rpm mode ones.

I will apply the CPU and the CPU Cooler and I will report back. Perhaps I misread regarding no need for CPU when booting to BIOS :/

Not booting to the BIOS, flashing the BIOS without a CPU.

There will be a button on the I/O of the motherboard, and a labeled USB port. That will allow you to update the BIOS without a CPU, which is important for people getting the latest processors that may be newer than the BIOS loaded on the board at the factory.
