Breeding Milotic

If I were to raise another Feebas and get a female this time and then
evolved it into a Female Milotic, can I breed the two Milotic together
and get another Milotic or will it hatch as a Feebas?

Eggs always hatch as a level 5 pokemon of the lowest evolutionary stage.

Then how does one ever get a Milotic with Water Gun or Wrap? They
learn those attacks at level 1 and 5 respectively. Bu the lowest
Milotic you could ever have would be 6. And since it came from a
Feebas it would have the Feebas' attacks instead of its own. GRRRRRRR

Well, you could always use the Move Rememberer guy from FGLR.

Except for Marill and Wobbuffet, of course, which hatch as an evolved form
unless one of the parents is holding a specific item. But they're the only
exceptions.
