I disagree. If all you need is to run windows, some modern Broadcom CPUs can indeed run windows 10, such as the SoC found in the RP4.
Windows for ARM which is only compatible with Windows Portable apps, not regular x86/x86-64. For most people, if it cannot run x86 stuff, it isn't a real substitute.

If OP was asking if there is a Broadcomm SoC that can go on a regular AMD or Intel motherboard, that's a definite no since the socket, chipsets, BIOS, etc. are all vendor-specific. A board manufacturer could hypothetically build a motherboard with a Broadcomm or other ARM SoC on-board, though there is little to no demand for such things at the moment and since most of those SoCs are designed for tablets and phones, they would be severely lacking in PC-style connectivity for add-on storage, external devices, PCIe for expansion cards/NVMe, etc.
