Bsnl fluctuating speed??

I have a 4mbps connection of bsnl. I live in India.
Since 3 months i m facing speed fluctuations. Now i m getting full speed of 4mbps but i m facing speed fluctuations. Like 230 kbps to 280 to 222 kbps. Then 100 kbps to 380 kbps to 450 kbps to 500 kbps. My original speed is 415 kbps of my 4mbps. Before i m get stable speed like 100 to 150 to 190 to 279 to 367 to 380 then 400 kbps to 410 to 413 to 415kbps.
Before 3 months my speed comes full like 415 kbps then it goes to 413 to 412 then 409 then 412 to 413 to 415. Not going to 380 kbps or even 399 kbps. My speed sticks with 410 to 415. So what should i do. My snr margins are low. Snr margin tolerance is downstream is 15.0db and upstream is 16.0db. Should i change phone wire or from ground wire....

Solution
Go to the bsnl site and shoot a mail to some higher authority ( you will get the list from the site ). Better describe the incident and mail it to highest authority and CC to all available mail ids. Someone from the list will take the appropriate action or atleast forward your mail to the proper higher authority. Include previous complain numbers in the mail.

BSNL is generously offering VRS to it's employees, who knows what your mail can bring for that SDO. :)

Book a complain with bsnl broadband. Most probably your telephone line became faulty due to rain. One more thing, I also have the same connection (Plan 999) and when I enquired with the CC executive, he said " Sir, it is upto 4Mbps not guarunteed 4Mbps". What more can you expect from BSNL CC?
 


yeah! i complained it sdo sir. But they r not listening. And sdo is telling that 4 mbps means i can get 1 mbps speed. But my complaint is about speed fluctuation. Not about speed. I m getting 400 kbps in my 4mbps plan.
 


that sdo sir is arguing with me. I m requesting his in normal behavior. And he is telling he cannot change the wire. He is telling to cut the connection. We cannot give connection such like that.
