Question BSOD and PC won't boot into Widows

PC Specs
Mobo: ASUS H81M-PLUS - - - Bios Version 2104
RAM: 2 x Kingston 8GB
SSD: Crucial MZ500
PSU: EVGA 500W
CPU: Intel i7-4790k
USB stick: SanDisk 32GB

Tldr: My PC BSOD and now I can't boot into windows.

When did the issue start?
My PC was working normally and then it BSOD and shut off. The BSOD message was too quick for me to see the error code.

What happened next?
I tried turning the PC back on but it was stuck in an automatic repair loop. I changed BIOS settings, tried key shortcuts to try and get into a recovery mode and nothing worked.

I then tried disconnected different drives. I disconnected the HHD (OS on the SSD) and when I booted, it couldn't get out of BIOS. As soon as I pressed boot from SSD in the BIOS menu it went back to BIOS. (I've copied exactly recommended BIOS settings and nothing).

I then used a USB stick to try to diagnose the problem with diagnostic ISO programs. I used Ventoy and i could see all my files in the SSD (which indicated it wasn't dead). I managed to get Windows Boot Manager to load and it came up with error code "0xc000000f" and said I was missing BCD (I guess Boot Configuration Data).

This makes sense I guess since I couldn't even access Windows repair pressing f8.

I then tried putting Windows on a usb. I got the media creation tool Windows 10, booted from it with the correct BIOS and the SSD plugged in as the only drive. However, nothing works. The windows or asus logo appears, spins a few times, then reboots. I can't get out this cycle.

I've tried different USB, windows 11, changing BIOS, disconnecting GPU. I've ran a memory test and the RAM is fine.

I've also tried Linux and I am unable to install a Linux OS. Similar thing happens with the reboots.

To note, I haven't wiped the SSD or HDD.

Bootloader is probably located on HDD (you removed it).

Reconnect HDD.
And boot from windows installation media.
Go into command prompt (press Shift+F10 to open command prompt).
Execute following commands and show screenshots with command output (all output probably will not fit into single screenshot).

select disk 0
list partition
select disk 1
list partition
list volume

You're not booting from USB drive.
Check boot priority settings in BIOS.
Or use boot menu (some key combination brings up boot menu, like F2, F5,F6,F9,F10,F11. You'll have to find the correct one).

When I boot from USB with HHD plugged in it does exactly the same thing. Asus logo appears, circle spins for 2 seconds, switches off, and reboots. I'm definitely booting from the USB and I've done the BIOS settings for CSM, secure boot, fast boot etc.

If I just boot from HHD it says windows error 0xc000000e - "a required device isn't connect or can't be accessed"

I've used Ventoy to check the files on each drive and the SSD has all the windows boot folders and the "Users" folder. The HHD just has a Windows10 Upgrade folder.
