Budget build gaming pc

I wanted to see if you guys could help me find a good gaming pc without mail-in rebate for under $520. I do not plan to overclock and wish my computer to run gta 4, battlefield 3, and saints row 3 at a smooth FPS.

Do you need monitor, Os, keyboard blah2?

I hope you don't plan for high settings. You will get your smooth fps though in all of those games but probably GTAIV, just because it is that poorly coded. I can barely pull a 60fps average on high, not highest.

Also, as cutebeans said, do you need the above things?
