Budget Gaming Build $350 - Old PC Salvage

I figure it's time for an update. My PC is old and has seen it's days for me. I looking to salvage what I can to help with the budget for the new build. Though because of it's age I can only use a few things. I'll also need an OS.

Current PC:
Upgraded Dell Dimension 9200
CPU: Intel Core 2 Extreme X6800
GPU: XFX Radeon HD 4850
RAM: 6gb DDR2
HDD: 1 500gb, 1 150gb.
DVD/RW OD
Windows Vista

So thinking of keeping the the GPU. HDDs and OD. Here is what I was thinking:

Operating System: Microsoft Windows 8.1 (OEM) (64-bit)

Thoughts and/or changes? My budget is firm at $350 and I'll be buying within the next couple days. I'll also replace the GPU when I get the funds/time.

Oh and what's the best/easiest way to wipe the HDDs?
