I'm planning on a budget build for the purpose of gaming (at 1080p), media consumption and programming. I'm upgrading from a 9+ year old system with an Intel Q9300 which has serviced me a great deal.
Here's what I've thought of so far:
Intel Core i3 8300
Gigabyte H370 HD3 OR H370M D3H
2x8GB HyperX Fury DDR4 @ 2666 MHz
Antec P8 ATX case
Seagate Barracuda/IronWolf 4TB
I'd like to re-use some of the components that I already have:
Asus GTX 760 2GB factory OC'ed
Kingston HyperX Fury SSD 240 GB (for my OS)
Any suggestion in change of the above components are welcome too.
Let me know your thoughts.

Is it safe/advisable to re-use the said components?
Is it better to buy 8GB memory now and add another later? I'm considering high memory prices right now.
Also, what power supply would be best for this build considering the following upgrades down the line? Or is it safe to re-use the old one (Tagan BZ 800W - I know, overkill for what I currently have, it's been in use for 9+ years)
i5 or i7 processor
GTX 1060 or maybe GTX 1160/2060 when it's out
NVMe 256/512 GB SSD
I would prefer a non-modular one to keep costs down and availability in India as I've seen many not so easily available.
Considering a lack of HEVC 10 bit decoding on the 760 GTX, can I use Intel QuickSync for HEVC decoding while connecting the display to the graphics card? Also, can Intel QuickSync be used for web media playback?
Any suggestion in change of the above components are welcome too.
