Question Build advice

I'm looking to build a full tower pc capable of running new AAA games on max settings at 60fps in 4k.
I won't be using it for VR. I'll be buying the parts in the next few weeks.

I don't have a set budget, as I'm new to pc gaming so have no idea what components I need to active what I want.
I do however want to spend as little as possible to achieve that result though, so no unnecessary extras please e.g. any over the top parts.

I already have a 4k monitor and headset but will need everything else (including Windows 10, mouse, keyboard, etc).
I don't want a high end mouse and keyboard, so something fairly cheap will do.

For 4k 60fps max settings you will want the most hardware you can get.
Do you want a bigger or smaller matx tower?
Do you like water cooling?
Can you give a rough budget at least?
I would suggest rtx 2080ti and 9900k as a good start.

Thats very hard to make a pc comparable to consoles. Ill come up with a list here.

1000 list. I would recommend this for what you need, but the 1250 list offers some better components that will make the pc at things like 1080p gaming (better cpu) or day to day usage (better drives and more ram).
Since you want 4k at only 60hz, most of your system budget should go to a powerful graphics card so the build below has some sacrifices in other areas.
I have made a list featuring a Ryzen 5 2600, which won't limit a 2080ti at 4k max (i have researched this) and will deliver more than 60fps in most cases.
I also use an RTX 2080 since it is half of the cost of a 2080ti and should be able to do 4k 60hz in most games, you just may have to turn settings down to high rather than the max in some demanding games.
8gb ram is enough for almost any game today, although an upgrade to 16 may help in some cases.
I have a cheap 240gb SSD and 1tb HDD, although an upgrade to a nicer SSD would be beneficial.
The motherboard and power supply are adequate for the job.
The case is inexpensive but looks great.

If you increase your budget to 1250 pounds you could get a better SSD, CPU, and PSU.

1250 list which is better in almost every way, but should only merit slightly more performance at 4k. This setup has much better disk drives, CPU, PSU, motherboard, and ram which will make 1080p gaming and day to day usage nicer.
