I would like to build a new PC with this specifications:

  1. Is This Part Will Give Me The Best Performance & Compatibility Or There Is Recommendation To Change ?
  2. If I Want To Go With Dual CPU For Servers What is the Recommendation Here Need To Be Change ?

Since i want to have options so i can decide which will fit my need properly Also what available locally.
As mentioned earlier, performance depends significantly on the softwares you use. For games, 12900k is mostly better due to its higher clock speed. For softwares that benefits from more clock speed like Adobe Premiere Pro, 12900k will be better. For some other softwares like Resolve, more core counts will benefit upto an extent. Yes, totally understand that but can i get full parts for Core i9 12900k Instead Of AMD Build in @logainofhades build. please ?
Because sometime the parts will not be available in my area for AMD So i will have Alternative Choice to Go With Intel

I left everything the same, and just swapped to a 12900k.

Video Card is AMD Radeon Pro Valid For Use With Intel CPU ?

Also i see big difference in cost compare to @logainofhades AMD Build which cost Almost $5900 & This 12900K cost $3200. Both Have Same Productivity Performance?

The difference in the builds is reflective of their multicore performance. The 32 core threadripper CPU in logain's build is substantially more capable for programs that can make use of multicore. I am not sure if the programs you specified can take advantage of this high core count, but that is because I do not know much about these programs. The 12900k is a 16 CPU that has substantially higher single threaded performance, in effect this means programs that are lightly threaded benefit massively in comparison. That also includes gaming. In my opinion the Intel system would probably be the better overall system for your use case if the programs you use cannot take advantage of heavy multicore performance.

The AMD graphics card will work fine on an intel motherboard. I would get the RAM that is cheaper because the little bit of extra speed is not really that useful. If the faster RAM is cheaper then get that. Most of the programs you mentioned will be more performant on the 12900k.

The other thing that @helper800 didn't mention as a difference between the Threadripper build and the Intel build is memory bandwidth. The Threadripper is a quad channel memory controller the Intel is only a dual channel. The Intel build, although it is a 16core CPU, the CPU cores are not homogeneous. It has 8 higher performance cores and 8 lower performance cores. All 32 of the Threadripper cores are the same.
ECC RAM is another benefit of Threadripper. I don't think the Z690 motherboard listed supports ECC

Although the 12900k has 8 performance cores and 8 efficiency cores it also only has 24 threads because the efficiency cores do not support hyper threading. Though this may be what you meant partially by saying it is not homogenous? Anyways, thanks for adding those differences, they slipped my mind.

I haven't looked at the benchmarks, but the "efficiency" cores have lower performance, in general, compared to the high performance cores. That also makes them non-homogeneous. The clock speeds for the performance cores are higher than the efficiency cores.

The scheduler for Windows 11 understands the difference in hardware and will bias scheduling to the higher performance cores for CPU intensive applications.
