To give reasonable advice, we need more information.

What is your current computer configuration?
If you currently have a 5 year old computer with something like a Core 2 Duo
E6600. my advice would be to go ahead and build a reasonably capable new computer that will last you 3 to 5 years. On the other hand, if you already have a i7-2500K and two 570 in SLI or two 6970 in Crossfire, I would wait for the next generation.

Right now I just have a dell vostro 1015 laptop which has an intel celeron and is my only PC with internet, I also have a desktop with an AMD Athlon x2 but this does not have internet and I would rather build a better PC than just get internet for that one

Ivy Bridge, and a KEPLER thats what i just one week ago did, both are fresh new architectures as soon as i build it (tomorrow) will post my super power efficient computer

An i5-3570k can beat an i5-2500k clocked 200-300MHz faster... so which one is better depends on luck with overclocking either.

I would pick the 3570k since I have no need for uberclocking but certainly welcome 18W lower TDP, probably more at 4.0-4.2GHz.
