Build to max league of legends

I am looking to build a computer that I can play league of legends on the highest settings and at a high FPS (around 100 preferably). I would like to keep my budget around $1000 if possible. Also, can someone recommend a good monitor for gaming?

Does anyone have any feedback on this build or other reccommended builds. The reviews on the GPU are pretty bad.
