Looking to build a gaming pc for about 800 dollars with full size tower and everything included. ( tax and shipping)

Heavy cpu and gpu use.

I included a good 1080p monitor because you stated that you may need one. Get a copy of Windows 10 (or whatever OS you want) from reddit (r/microsoftsoftwareswap). I got my copy of Windows 10 Pro for $45 and it's legit. Just pick a reputable seller and they will give you the activation code. All you need to do is download the ISO of whatever OS you get from the Microsoft website and put it onto a USB drive and boot from it.
